How Sycamore Lane unified resident and visitor parking

At this off-campus student-housing community near UC Davis, ParkStash connected resident and visitor registration, scan-to-pay monetization, fixed LPR enforcement, and mobile citations in one parking operation.

Sycamore Lane Apartments is an off-campus student-housing community near the UC Davis campus. Before ParkStash, the property was overrun with violators and people who did not live there, while the team had no effective tools to make them leave.

When the owners decided to monetize the parking lot, enforcement became essential: residents needed to know that a paid permit came with real parking control. ParkStash gave Sycamore Lane a system for both resident and visitor parking, with the team reporting a 10x ROI within six months.

The Challenge: Violators With No Effective Enforcement Tools

Sycamore Lane Apartments was overrun with violators and vehicles belonging to people who did not live at the community. Raymond Ortiz, Community Manager, described the situation plainly: the team had no effective tools to get those vehicles to leave.

At the same time, the owners wanted to monetize the parking lot. Once parking became a paid offering, enforcement was no longer optional. Residents needed to know that paying for a permit came with a reliable way to protect their spaces.

If there are no repercussions, why would a resident pay for parking?

The Approach: Digital Registration for Residents and Visitors

Before ParkStash, Michelle Ortiz and the leasing team collected each resident's license, registration, and insurance information on paper, issued a numbered permit, and kept track of renewals manually. When a parking issue came up, they had to return to the office and search through the book.

ParkStash moved the process online. Residents download the app, register their vehicles, and receive reminders when it is time to renew. The team can see who is coming in and out and can also enter registration and payment information manually when a resident needs office assistance.

Digital registration has made the parking process much easier for our team and our residents.

The Outcome: Scan-to-Pay Parking With a Reported 10x ROI

Sycamore Lane uses ParkStash for paid resident and visitor parking. A scan-to-pay workflow gives visitors a direct path to register and pay, while digital permits make it easier for the property to manage resident parking without relying on paper records.

The owners' monetization goal became a measurable result: the team reported a 10x return on investment within six months. Parking income and enforcement work together here — residents have a reason to pay, and the property has the visibility to protect the spaces it manages.

Our owners are generating additional parking revenue that helps offset the property's budget.

The Enforcement Layer: Fixed LPR and Mobile Citations

Sycamore Lane has fixed LPR camera systems at its entrances. As vehicles drive in, the cameras recognize the license plate and check whether the vehicle has a paid parking permit, giving the team an automatic way to identify violations.

The team also uses the ParkStash Enforcer App as a mobile LPR and citation workflow. Maintenance and enforcement staff can drive through the lot, identify violators, and issue a parking citation from the field instead of managing the process from a paper book.

The property also shared a security benefit from using the fixed LPR cameras over time. When vehicles entered the community and were later connected to vehicle break-ins, the cameras provided video or still-image evidence and license plate information that the team supplied to the police department. That gave Sycamore Lane another layer of security and enforcement support beyond parking compliance.

The cameras recognize each license plate and tell us whether the resident has paid for a parking permit.

The Result: Fast Answers and Parking Spaces Back for Residents

Raymond says the team can know about a violation roughly 20 minutes after it happens. Enforcement agents and maintenance staff can identify the vehicle, respond to the issue, and return open spaces to residents.

That visibility changed the resident experience. Sycamore Lane is no longer fielding late-night calls from residents who cannot find a parking spot, while owners can see the value of a parking program that supports both compliance and revenue.

We're no longer getting the 11:00 PM calls saying, 'I don't have a parking spot.' We have our open spaces back, and our residents are happy.

More open spaces. Happier residents. Happier owners.

With ParkStash, Sycamore Lane's team could identify violations shortly after they happened, return open spaces to residents, and support the owners' goal of monetizing the parking lot.

ParkStash gave us our open spaces back and helped keep our residents happy.
